ZEUS-2070: Embedded LND: Neutrino: add ping test

Relates to issue: ZEUS-2070

This PR adds latency check functionality to the Neutrino peers page for embedded LND users. Just hit the hour glass to get the latency for any host.

Moving forward we can automate this and notify users on startup if they will potentially have Neutrino sync issues.

Success: < 100ms
Warning: 100-200ms
Error: 200ms+
