What are the reasons/motivation for this change?
In #4698 @povik mentioned that the new - but otherwise harmless - warnings can be quite noisy on some PDKs, and since ASIC flows are sensitive to warning count, this can cause breakage.
Explain how this is achieved.
The new warnings are demoted to
log_debug.If applicable, please suggest to reviewers how they can test the change.
