What does this PR do?

• This PR adds a standardized backend issue report template for consistent and clear reporting of backend issues.
• Major changes include structured sections for issue details, reproduction steps, expected and actual behavior, environment, and logs.
• This enhances the project by improving issue tracking, making it easier for developers to diagnose and address backend issues effectively.
