Installing SA2 Mod Loader and upgrading to SA Mod Loader will crash my game every time after the Sonic Team logo

Description
Every time I try and hit Save & Play, I am unable to boot the game up beyond the Sonic Team logo. Playing on borderless fullscreen. Installed DXVK (d3d9.dll). Unlocked framerates. Deleted mod managers from AppData. I have reinstalled SA2 steam and SA/SA2 Mod loader. I have restarted my computer. I have wiped my computer clean to retry and it still persists.

I am on Windows 10

Steps Taken
-Installing SA2 from steam
-Start vanilla SA2, 1920 x 1080 fullscreen, works
-Installing SA Mod loader from https://info.sonicretro.org/SA2_Mod_Loader#Download
-Extracting to Sonic Adventure 2
-Updating SA2 Mod loader to newer SA Mod loader
-Save and play with NO mods installed
-Sonic Team logo
-Now loading ring
-CRASH

Expected behavior
Game starts

I have no idea how to pull a crash dump after all of this sorry
