This PR addresses the following issues:

Multiple sources of truth for the API version
Docker image version derived from preprocess_pipeline_family.yaml that is not used for anything else

The changes introduced:

A single __version__.py file that is a single source of truth for the entire repo
Removed preprocess_pipeline_family.yaml as it's just an unnecessary step in setting our docker image version
