There can be various reasons for this.
If you want the tool to work correctly, you have to start the tool and change the map once in the game. (e.g. run from Martlock to the bank) If everything has worked correctly, a green text will appear at the top of the tool header and the tool should be fully functional.
By default, the package provider is set to Sockets in the settings. In order for the tool to receive data via sockets, the tool must be run as an administrator.
Alternatively, there is also NPcap, which requires the extra tool NPcap, which you can download and install here. If you select this option, the tool no longer needs to be started as an administrator.

If these first options do not work, it may be because you are using a VPN. In this case, you can empty the Packet Filter field completely for test purposes, save it and restart the tool. If the tool now works, you need to find out which IP the game server has and then set this in the filter. Under no circumstances should you leave the filter empty, as this will place a heavy load on the tool and may cause it to crash.
Albion's original IP's start with 5.45.187.X for East or 5.188.125.Xfor West. But sometimes it can happen that these IP's are changed by a VPN or ExitLag. Then only the filter needs to be adjusted and everything works again.
