Templates file needs to be correct by construct

When you have blockages in the lower layers, some of the pitch values in the lower layers can create opens. So, the templates need to be correct by construct when there are these blockages, to ensure that all standard cells have a path to power and ground bump. Or the other approach is to read the templates file and ensure that macro channels are wide enough to ensure connectivity.
