Standard cell M1 power stripe created outside core box

A standard cell M1 power stripe appears to be created outside core box (on the top) for a few designs. See image below

This does not appear to be causing any drc issues at this time

Steps to Reproduce

1. Setup the latest version of the flow (commit e7abe2a8a010019f5a0c74472b96842cb66c2a71)
2. Run the gcd_tsmc65lp design
3. Open the def in any layout view to observe the issue
