Support for High DPI displays and display scaling

This version supports High DPI displays and display scaling. Previously, the UI was simply bitmap-scaled on Windows on high DPI displays causing blurriness.

Now the UI makes full use of the higher resolution and should look crisp with any display settings.

This is a Release Candidate build and there may still be visual artifacts and bugs. Use at your own peril. Feedback and bug reports welcome!
