<p>The <em>Generalized Entropy Index</em> (GE) is a measure of inequality in a population. Rather than considering income, however, in our analysis we look at learning outcomes as represented by oral reading fluency scores in English and Kiswahili.</p>
<p>GE is parametrized by $\alpha$. When using these EGRA data, zero-scores (children who were unable to read a single word) are prevalent. It is therefore necessary to use a version of the GE function that does not discard zero-valued inputs (as is the case with GE(0), GE(1), GE(-1)). We therefore applied GE(2), which is equivalent to half the squared coefficient of variation.<sup id="a_ge2"><a href="#f_ge2">1</a></sup></p>
<p>GE(2) can be additively decomposed into <em>within-group</em> and <em>between-group</em> inequality. The table below shows the GE(2) for various groups within the Tusome EGRA data.</p>
