Keycloak can contain invalid emails for users

See #366 when we try to validate the emails for users we get from keycloak we get failures.

The type of bad emails we see are:

• just something that has no @ or anything like that but stuff that looks just like a username i.e. user1
• emails that for some reason have a . right before the @ but otherwise are valid email addresses - this is probably user typo
• emails that are typed phonetically i.e. user dot name at email dot com
