Packs in data folder should show in the manager, that's the intended place to put them. Not sure why they wouldn't. Try uploading the main.log in %appdata%/wh3mm/logs |

Love the manager, but i can't figure how to install local mods. If i place the .pack files in data folder they will appear in vanilla manager but not your manager.
