[ParameterTypeBrowser] by default show ParameterType with defaultscale, allow user to expand rows below with each possible scale

Description

Currently the ParameterType browser is a list of ParameterTypes, including all QuantityKinds. A QuantityKind has a defaultscale and possiblescales. For a quantity kind, show sub rows that make it clear that other scales are available and let the user drag and drop also from a sub row so that the same qk can be used with multiple scales.
