Who is the primary actor in this use case?

Describe the use case

As project member, I want to manually add references and citations to a specific paper.

Acceptance criteria

  • only papers that are not already in the references can be added to the references
  • only papers that are not already in the citations can be added to the citations
  • the papers can be added by using their paper ID

Anything else?
