Clarification Required for Decouple Sender and Flows Without Persistence

Issue description

Can you please clarify if the message flow between sender iFlow and decoupler iFlow - which I presume will go via load balancer again (orange lines in the image attached) since we are using SOAP 1.X - be counted for metering or not?
