EAD3 version 1.1.1.

This patch addresses the following issues:

• allows c12 to be valid in the XSD deliverables (see issue 523)
• allows foreign to be included within ref elements (see issue 522)
• updates objectxmlwrap in the XSD deliverables so that objectxmlwrap cannot have descendants in the EAD3 namespace (see issue 499)
