Make it so that users do not have power levels directly, but instead are members of roles.
Example roles:
Moderator
Ambassador
Then just assign power levels and room access based on role instead of by user.
For example, all public channels could grant power level 50 to the Moderator role, and any user who is a member of that role could simply inherit the power level from the role.
