generate better challenges

currently, the tweet to display is chosen randomly from the total pool of all tweets. so when youranonnews tweets more than everyone else combined, we get mostly challenges against anonymous.

picking a person randomly, and then one of their tweets randomly might be a better strategy, but for people with very few tweets it could make it more likely that the same tweet is re-shown.
