update qeschema for v1.5.1 #44

various fixes:

limit xmlschema versions to >=1.6.4, ~=2.3.1
update default schema qes.xsd to tha latest version used by qe (qes_230310)
decouple tests from qes.xsd version, old tests still used and to be updated in next versions use for now qes_test_ref.xsd schema
update few of the tests for starting
