Allow openning Split Tunneling list regardless of VPN connection state

Hi,

Sometimes I only want to check whether an app is enabled or disabled for Split Tunneling, but I cannot do that without first disconnecting from the VPN.

It would be a nice addition to allow users to open the Split Tunneling lists regardless of the VPN connection state.
