Pilot 4414: add a new logic to allow move/rename action to create non-existing parent folders

Summary

With a new request from pipeline logic, cli will allow user to create non-existing parent folders when moving or renaming items. A new terminal prompt will be design to confirm the action. A new option -y is presented to skip confirmation when operating within pipeline.
