This is probably the only release for this datapack, unless it changes in later versions.
Drag the zip file into world/datapacks/ or you could decompress it and drag the folder into there. It should disable all Netherite smithing table crafting, however it will allow Netherite blocks and ingots crafting as they may be used for show-off or for builds.
