What is InitiativePledge for?

What do we use InitiativePledge for? Is it when an actor participates in a pledge to reach a target? How is this different from Target?

InitiativePledge would be for when actors sign up to participate in a global/regional campaign, which may or may not have fixed or quantifiable emissions reductions targets. This table is useful for identifying an actor's participation in such campaigns that may reflect actions taken by the actor, but not necessarily entail an emissions reductions targets.

See Action towards Climate-Friendly Transport (ACT) for an example of an initiative that supports climate action, but does not necessarily have fixed emissions reductions targets for all actors.
