Came up during: #1097
the default pnpm settings do not sufficiently protect the varying workspaces from "Cross-talk" when comes to protecting stable-types-using projects from the DT types.
This settings change makes multiple lockfiles -- one for each workspace.
This does mean that installs are slower, but -- more correct.
