Right now Feb 29th is always dropped, but we should probably allow users to drop Dec 31 instead. Not sure if this is allowed in SAM/GETEM or not - have to investigate.

This doesn't matter too much for now since we don't use weather data but it would become important if we do every provide ambient temperature time series input.,
