Safezones Implementation

This should be a fairly simple feature which implements PvP-free zones and areas where specific things are blacklisted / allowed explicitly.

I still need to discuss what exactly we'll be restricting within Safe-Zones and what we'll be allowing. What is changing, exactly is still TBD at this time.
