Enable the RATE_SCALING in MAW even when MVR is enabled

When I use the "rate_scaling" option in the MAW package to impose, for example, the injection limit, this only applies to the injection rate specified in the MAW package itself and not to the flow to the well transferred by the MVR package.
It would be very handy if this option could work also when the MVR package is enabled.
