Correctly adds .mod files to the MEM staging directory now - it used to try to extract them, which on some mods did nothing. Parallelizes extraction - however there seems to be a semaphore on some of the programs or the UI thread, so the speed increase is only very slight.

Bugfixes for when running offline. Updater has been updated as well to accommodate this scenario.
Update check will now run before manifest check, as manifest check can shut down the program if none is able to be downloaded. Other small bugfixes and tweaks.
