Redesign the structure of the model simulation configuration files in JSON format

1. I propose reformulating the structure of the model simulation configuration files in JSON format;
2. The implementation of new configuration possibilities may not be fully supported by INI files;
3. I also propose discontinuing support for model simulation configuration files in INI format in favor of JSON.

Raster Time Series Specification

1. Time series of rasters explicitly defined with start and end dates for each raster (e.g. for N months with M rasters, where $M < N$):
