Add a toss4 host-config for clang-ifort

We have a host-config in the other directory for clang-ifort on LLNL's toss4 platform.
I'd like to make sure it works and move it up a directory to ensure that we test this configuration on a semi-regular basis (although not in our on-commit CI).

Wait for DevOps RZ->CZ configs testing to come online, which should be in near future.
