Better handling for localhost config #1

Currently the config is checked for if deluge/host is the public ip.
The following should also be interpreted as not needing an ssh tunnel to connect to:

  • localhost
  • 127.0.0.1
  • 10.0.0.*
  • 192.168.0.*

Have an error handling code for if hos is there and another if unable to establish connection to deluge.
