Program funding curves are wrong #2522

My program funding curves are different from what they should be. They have a very gradual funding increase unlike what other people have showed me. I have done a fresh install (3.19) with no recommended mods or extra mods, just the express install and required mods. The only thing that may be a problem is I got my install from the private division website that, after shutting down, just reuploaded ksp install files. Not installers, fully installed folders. So I'm not sure if they are totally correct or clean.
