linux: don't delay EPOLL_CTL_DEL operations (libuv#4328)
Perform EPOLL_CTL_DEL immediately instead of going through io_uring's submit queue, otherwise the file descriptor may be closed by the time the kernel starts the operation. Fixes: libuv#4323
