After opening up a web-based throttle, I click on the locomotive number at the top and a list of available locomotives in my roster shows up on the screen.
There is no way to scroll up and down the list

It would be better if you opened these issues on the JMRI/JMRI repository. There are many more people listening there, and it's where the fixes are likely to be made.
Also, @djcalcutt you should include a copy of your roster folder (as a zip) so that others can recreate the issue. My guess is that your roster list is longer than the code is expecting.
