Properly rescue on twitter errors

Currently the bot will simply try add a random number to a tweet if any error happens while tweeting. This isn't the best behavior and still allows the bot to to stuck. Logic should be added to simply skip tweeting if it is not possible at that time so that score updates may still be processed.
