Describe the bug

Contributors often add similar names under different categories, leading to redundancy and inconsistency. For example, "Useful Tools," "Useful tools," "Tool," "Tools," and "tool" might all be used for the same category, creating confusion and duplicating data.

Expected behavior

Adding a check and necessary info in readme.md and Issue template
Contributors are allowed to add tools is a given specific category
