I just successfully downloaded this dataset,I think you can try using the campus network or VPN to download.

Try this way. 1, Close vpn and click the download link, it will show 'ERR_CONNECTION_TIMED_OUT'. 2, Open the vpn and refresh the download page. And then the data will be downloading.
