Release of tbwk-opener

First release of tbwk-opener.

Opening and import if measured values and spectrum from tested NanoDrop files are possible, but no extensive testing across program versions has been done.

Installation is possible from pypi:

pip install tbwk-opener

Make sure you installed numpy and scipy first, especially on Windows systems.
