More quest changes (#16871)

* More quest changes

- ASoC relocation to IV tab, since MK0 casings will be available for IV tier prass
- Clarified/fixed some prereqs on other quests
- Renamed UV Circuit Assembler quest to be something other than the tooltip copied over.

* fixed the placeholder issue
