Current Behavior

Log in as a user with dashboard-only team membership.

Sidebar and team is blank:

If the user is a member of other teams with regular level of access, I can toggle to those teams okay - but toggling back results in the blank view again.

Expected Behavior

Dashboard user should see the expected placeholder informing them they are a dashboard-only user
