INSPIRE metadata stores fileDecompressionTechnique in version xml element

Describe the bug
In the INSPIRE metadata editor, when filling out the Distribution > Distribution Format > File Decompression Technique, the information in that field gets put in gmd:version instead of of gmd:fileDecompressionTechnique.

To Reproduce
Steps to reproduce the behavior:

1. Open the Geoportal Server metadata editor
2. Select to create a new document of type INSPIRE (Data)
3. Go to Distribution > Distribution Format > File Decompression Technique
4. Enter a value
5. Go to View XML
6. notice that the value entered is in gmd:version

Expected behavior
The value entered for file decompression technique is put in gmd:fileDecompressionTechnique.
