Popup for Mapservice

When viewing this webmap in the AGOL viewer I get a popup when I click on the map:

I do not get that same popup when viewing through the syler:

I think they should work the same way.

I'm also noticing issues related to popups.

If you open this example map:

The behavior is strange when you click on a point. It shows the popup for a short time and then hides most of it only showing a small sliver of a popup. An example shown below:
