NMDC has developed sets of EnvO class CURIes that are intended for the specific task of populating a MIxS environmental context question like
env_broad_scalewhen constrained by a MIxS Extension like Soil or Water.This PR adds a hierarchy of annotation properties that will be used in future PRs to tag those EnvO classes
