Show similar banned ids in confirm ids screen

If the user's ID is similar to a banned ID, then show a warning in the Confrim_ids_screen.
This is to prevent scams where a user get banned then sets an id similar to his and when asked he says it was a typo and he couldn't fix it because he's only allowed to set it once
