Version 2.1 (Hotfix)

This version fixes an error that would occur when a command is received from a user for the first time.
(Also, events should now show up under the log as "Telegram")

This version adds:

• A start/help command
• Sound command to make your shocker beep
• Specifying strength and durations when sending commands
• Messages can be sent to owner with info on who did what
• Toggles for each shocker function
• More error checking
• Warning if shocker is detected as offline on bot startup
• Much needed code refactor
• A Windows executable for those not familiar with Python
