This should include GitHub action that:

Take the tag and use it to replace the version in the assembly info file
Create the release notes and release files (exe, zip, etc) matching and following all our standard and convention template
The release notes will take only the feature and the bug labels and remove Story or Bug prefix, it my replace it with Implemented and Fixed.
