pip not installed with Python

So my problem is that program "Setup" doesn't install the "requirements.txt" and just says that "'pip' is not recognized as an internal or external command, operable program or batch file." And even tho I installed them manually, the "Start" program just doesn't show anything. Its just types some letters like it is trying to say smth and then it just procceds to type "Press any key to continue". I have no idea what to do, and my lack of knowledge how computer programing and python works is not helping either.

Well thats takes care of first thing
The main problem is second picture now, bcs it's still displays same message
