Empty Tooltip shown when Attribute Value String is null #8

I use Tooltip text from Title Tag.
Whenever the Attibute Value, used as Text, is null, an empty tooltip is shown.
Is there a way to suppress the whole tooltip whenever the Title Value is empty?
