This PR will make composable linted in exactly the same way as ibc-go.

It also uses go workspaces exactly like Osmosis does:

don't commit go.work.sum
do commit go.work
enjoy!

I broke the Go workspaces changes, which are smaller, into their own PR:

use go workspaces exactly like osmosis #309
