[DevTask] Split installation out into phases

Phase 1: Still on desktop start screen. Errors are critical, app should exit.
Phase 2: Moved on from start screen. Errors that break install flow should allow the use of maintenance tasks.

Clearly delineating this will allow for simpler code in app startup and cleaner error flow control.
